Expenditures of the general fund of the state budget to support the Armed Forces of Ukraine in the form of procurement of military equipment, weapons, ammunition, defense products, and personal protective equipment in December increased to UAH 96.7 billion (37.0% of all expenditures) from UAH 81.9 billion (24.0%) in November.
As reported by the Ministry of Finance of Ukraine, citing data from the State Treasury, cash expenditures for the maintenance of military personnel in December also increased to the level of the previous month - to UAH 96.7 billion from UAH 86.6 billion, and account for 19.6% of the total expenditure structure, compared to 25.4% a month earlier.
All payroll expenditures with accruals in December increased to UAH 133.9 billion, or 27.2% of all expenditures, while in November they amounted to UAH 115.3 billion, or 33.8% of all expenditures.
Overall, expenditures of the general fund of the state budget in the last month of 2024 jumped to UAH 492.2 billion from UAH 340.9 billion in November, UAH 313.2 billion in October, and UAH 249.4 billion in September.
According to the Ministry of Finance, social security financing in December increased to UAH 59.5 billion (12.1%) after decreasing to UAH 44.6 billion (13.1%) in November. In particular, UAH 26.6 billion was a transfer to the Pension Fund (in November - UAH 21.9 billion).
Of the remaining expenses, 3.4% fell on the National Health Service of Ukraine for the implementation of the state medical care guarantee program - UAH 16.8 billion (in November - UAH 13.2 billion), and another 2.9%, or UAH 14.5 billion, on transfers to local budgets (in November - UAH 16.0 billion).
Public debt service in December decreased to UAH 20.6 billion from UAH 43.2 billion in November.
With the launch of the national cashback program and winter e-Support, expenses for the Entrepreneurship Fund last month, according to statistics, were close to zero for the second month in a row.
As reported, in December 2024, thanks to external financing, revenues to the general fund of the state budget increased to UAH 286 billion from UAH 220 billion in November and UAH 129.0 billion in October.
In general, according to the latest data from the Ministry of Finance, in 2024 the state budget received UAH 3 trillion 120.5 billion in revenues, which is UAH 448 billion, or 16.8%, higher than the state budget figure for 2023. According to the general fund, the growth in revenues amounted to UAH 513.9 billion, or 30.9% - to UAH 2 trillion 177 billion, in particular, international financial assistance in the form of grants amounted to UAH 453.6 billion compared to UAH 433.9 billion in 2023.
As for state budget expenditures, in 2024 they increased compared to 2023 by UAH 464.5 billion, or 11.6% - to UAH 4 trillion 479.3 billion, in particular, by the general fund - by 15%, or 454.5 billion - to UAH 3 trillion 488.8 billion.
The Ministry of Finance specified that budget expenditures for salary payments in 2024 amounted to UAH 1.29 trillion (an increase of 5.6% compared to 2023), for social security - UAH 570.1 billion (plus 8%), for state debt servicing - UAH 307.4 billion (plus 27.5%) and for transfers to local budgets - UAH 177.5 billion (plus 19.4%).
