Pyshnyi not ruling out early lifting of temporary limit on card transfers for population

National Bank Chairman Andrii Pyshnyi does not rule out early lifting of temporary limit on card transfers for the population.

He reported this on his Facebook page, the Ukrainian News agency reports.

"Increasing rigidity, lowering limits, "tightening the screws" – anything but the real essence of the Memorandum on ensuring transparency in the functioning of the payment services market. Let me remind you that it was signed by PrivatBank, Oschadbank, Raiffeisen Bank and Universal Bank (the largest issuing banks) and two associations: NACB and AUB," the NBU Chairman wrote.

He emphasized that the memorandum does not strengthen financial monitoring and client assessment in banks.

Banks used to apply a risk-based approach to assessing clients, and accordingly, decisions on their service, and they still use it.

"The successful implementation of the memorandum, on the contrary, may be a step towards the early lifting of the temporary limit on exit P2P transfers, which we were forced to introduce in October for a period of six months," Pyshnyi added.

At the same time, the NBU chairman believes that if a person receives a "white" salary or can otherwise document their income or assets, then nothing will change for such a client at all.

"The limits specified in the memorandum apply exclusively to clients who have not provided documentary evidence of their income, especially those defined as "high-risk". In fact, they do not have any documents! The latter, according to banks' estimates, make up no more than 1% of the entire client base. Yes, only 1%, but they are actively involved in the "drop" network and are the basis of this billion-dollar "drop traffic", Pyshnyi emphasized.

According to him, clients do not need to update their income data or bring any certificates to the banks.

Interaction with banks continues in the standard mode.

The memorandum does not provide for the submission of additional certificates or updating data by clients.

As the Ukrainian News agency earlier reported, PrivatBank, Oschadbank, Mono and Raiffeisen Bank have reduced the limits on card transfers to UAH 50,000 per month.

From October 1, 2024, the NBU set a limit of UAH 150,000 for half a year per month for outgoing transfers of individuals from card to card (P2P, person-to-person), although before that I considered a stricter limit – UAH 100,000.
