Kremlin begins preparing regional authorities of russia for end of war – russian media

A seminar for russian vice-governors was held at the Senezh Management Workshop near moscow, organized by the administration of the president of the aggressor country, the russian federation. It named the target indicators for the 2026 Duma elections for the first time, and also discussed issues related to the war in Ukraine, in particular, work with the "image of victory" after the end of the war.

It is noted that the event was attended by the curator of the kremlin's domestic political bloc, the first deputy head of the Presidential Administration Sergey Kiriyenko, and the heads of specialized departments of the administration of the occupation country.

The seminar participants were informed that the future results of the "SVO" ["special military operation" – a term used by the russian federation to refer to the invasion of Ukraine and which is used instead of the word "war" – Ed.] by ordinary russians should be regarded "as victory".

"The future results of the SVO should be regarded in society as a victory, although different social groups already perceive it differently: for "angry patriots" it means one thing, for "liberals" it means something completely different. Therefore, from the point of view of the AP [the russian presidential administration - Ed.], it is necessary to focus on the "calm majority", which will be satisfied with the achievement of the goals set by the president (denazification and demilitarization of Ukraine), as well as the preservation of new territories for Russia. And this majority must be preserved and expanded," the russian publication quotes its own sources.

The local authorities were also tasked with working with russian servicemen returning from the front "so that they do not join protest movements or crime."

The participants were also shown the figures that the kremlin expects to receive during the next parliamentary elections. The ruling party, United russia, should receive 55% of the vote, and the expected turnout for the elections will also be 55%.

As previously reported, the American publication The Washington Post, citing ten current and former diplomats from the European Union and NATO countries, stated that there is increasing talk among Ukraine's European partners that the russian-Ukrainian war will end with territorial concessions from Kyiv. At the same time, the Europeans believe that moscow will also have to make certain concessions.
