The Verkhovna Rada allowed to deprive traitors of state awards for popularizing or propagandizing the aggressor state of russia or committing other illegal actions against Ukraine.
This was announced by Yaroslav Zhelezniak, MP from the Holos faction, on his Telegram channel, Ukrainian News Agency reports.
A total of 283 MPs voted for the adoption of bill No. 11410, with a minimum required 226.
In particular, the bill proposes to provide in the Criminal Code of Ukraine that persons found guilty of committing a grave or especially grave crime, a criminal offense against the foundations of national security of Ukraine, against peace, security of humanity and international law and order may be subject to such additional punishment as deprivation of a state award of Ukraine by a court.
The Criminal Procedure Code of Ukraine proposes to determine that the court, when passing a sentence, must decide, including the question of whether there are grounds for depriving the accused of a state award of Ukraine.
The Criminal Code of Ukraine is proposed to be supplemented with a separate chapter that will regulate the procedure for executing a punishment in the form of deprivation of a state award of Ukraine.
The bill also proposes to supplement the Law "On State Awards of Ukraine" with provisions according to which deprivation of state awards of Ukraine may be carried out:
- by a court verdict of conviction;
- by a decision of the National Security and Defense Council of Ukraine on the application of special economic and other restrictive measures (sanctions).
In addition, the amendments to the Law "On Sanctions" provide that the grounds for applying a sanction in the form of deprivation of state awards of Ukraine may also be the commission by the awarded person of actions that popularize or propagate the aggressor state and its authorities, representatives of the authorities of the aggressor state and their actions that create a positive image of the aggressor state, justify or recognize the lawful occupation of the territory of Ukraine.
It is proposed to determine that such a sanction is applied indefinitely.
The Law of Ukraine "On State Awards of Ukraine" also proposes to establish that a person deprived of state awards of Ukraine loses the right to all rights and privileges provided for persons awarded state awards of Ukraine.
Currently, according to Article 16 of the Law "On State Awards of Ukraine", deprivation of state awards can be carried out only in the event of conviction of the awarded person for a serious crime upon the submission of a court in cases provided for by law.
The provisions of the Criminal Code of Ukraine do not provide for such a type of punishment as deprivation of a state award of Ukraine.
