Council of Europe Development Bank to provide EUR 200 million loan to support IDPs in Ukraine

During the meeting of the Administrative Council of the Council of Europe Development Bank (CEB) on November 15, the Support to Internally Displaced Persons (IDPs) in Ukraine project was approved.

This is stated in the message of the Ministry of Finance, the Ukrainian News agency reports.

Deputy Minister of Finance Olha Zykova took part in the event as the official representative of Ukraine in the Council of the CEB.

The project envisages the allocation of EUR 200 million of CEB loan funds to Ukraine to finance budget expenditures for payments to internally displaced persons to ensure social adaptation and integration of IDPs in new communities.

In particular, payments include provision of temporary accommodation, physical rehabilitation, free meals for IDP children in preschool, school and vocational educational institutions, as well as assistance in finding employment in new regions.

The project is already the third CEB operation in Ukraine since the country officially joined this bank in June 2023.

Thus, the total volume of financing approved for Ukraine reaches EUR 400 million.

In the health care sector, the Health Enhancement and Life-Saving in Ukraine (HEAL Ukraine) project is being implemented.

Ukraine has already received the first tranches from the CEB in the amount of about EUR 16 million euros.

Raised funds are directed to cover payments under the medical guarantee program and restore citizens' access to primary health care, which will improve the quality and access to medical services.

In the housing construction and reconstruction sector, the HOME: Compensation for Destroyed Residential Properties project with a total volume of EUR 100 million is being implemented, of which EUR 70 million have already been received.

As of the beginning of November 2024, 1,741 housing certificates with a total volume of UAH 2.9 billion were financed within the framework of the project, which allowed citizens to purchase more than 1,400 real estate objects.

By the end of November this year, Ukraine will receive the second tranche of EUR 30 million.

As the Ukrainian News agency earlier reported, Ukraine previously received a USD 1.35 billion grant from the United States.
