The Verkhovna Rada Budget Committee has approved the draft state budget for 2025 for the second reading and made final amendments to the text of the draft.
The head of the Budget Committee, Roksolana Pidlasa, announced this on Facebook, the Ukrainian News agency reports.
Parliamentarians on the committee proposed the following changes:
1) USD 2 billion (UAH 90 billion) of loan funds will go to the state budget from the UK purely to cover military expenses, namely the procurement of weapons. They are reflected in the special fund of external borrowings and expenditures of the Ministry of Defense;
2) kept 4% of the personal income tax (except for the military) in communities (i.e., in general, it will be 64% for communities) for calculations for communal services and energy carriers, accordingly, the subvention to regional budgets to cover the difference in tariffs for UAH 12.2 billion is canceled;
3) allowed the frontline communities not to transfer the reverse to the state budget (a total of UAH 593 million);
4) +UAH 128 million for Ukrzaliznytsia - for the co-financing of the European project for the development of railway infrastructure, (actually - the railway track). Co-financing is a mandatory condition for providing European funds;
5) +UAH 277.1 million to the National Academy of Sciences, in particular for research in the military sphere;
6) ruled out the possibility for political parties to buy government war bonds (Article 49 of the budget);
7) eliminated the obligation for hospitals to keep money in accounts at the Treasury (Clause 28 of the final provisions).
As the Ukrainian News agency earlier reported, according to the Budget Code and the regulations of the Verkhovna Rada, the draft state budget for next year must be adopted in the first reading by October 20.
After that, the Cabinet of Ministers, with the participation of the parliamentary Budget Committee, must submit to the parliament an updated project taking into account its budget conclusions within 14 days, but no later than November 3, with a comparative table explaining the reasons for rejecting individual proposals of the parliament.
