Cabinet submits bill on liquidation of MSEC to Rada

The Cabinet of Ministers submitted to the Verkhovna Rada a bill proposing to liquidate medical and social expert commissions (MSEC).

This is evidenced by the data on the parliament's website, Ukrainian News Agency reports.

The bill proposes to replace MSECs with teams of medical practitioners from January 1.

It is proposed to introduce the term "assessment of daily functioning of a person" instead of "medical and social examination".

According to the bill, from January 1, 2025, instead of MSECs, expert teams for assessing the daily functioning of a person, consisting of practicing doctors, will become operational.

It is envisaged that the relevant teams will work in multidisciplinary medical institutions and will be formed individually from specialized specialists in accordance with the patient's needs, which will increase the expertise of the examination.

It is also assumed that the new system will be digitized, the attending physician will be able to send the case for evaluation electronically, and the results of the evaluation will automatically enter the Unified Information System of the Social Sphere for further steps in rehabilitation, assessment of work capacity and, if necessary, the appointment of state benefits.

At the same time, it is proposed to determine that the heads of the MSEC, who held their positions until January 1, 2025, do not have the right to assess the state of a person.

It is proposed to establish that a medical conclusion on temporary incapacity for work is formed for the entire duration of the condition, which leads to temporary loss of working capacity.

There are also mechanisms for appealing team decisions.

The new evaluation system will be financed through the National Health Service of Ukraine.

As Ukrainian News Agency earlier reported, the Cabinet of Ministers proposes to the Verkhovna Rada to liquidate MSEC from 2025.
