Erdogan offers putin to restore grain agreement

President of Türkiye Recep Tayyip Erdogan has handed russia a document on the possibility of renewing the grain agreement, russian president vladimir putin said.

"Mr. Erdogan has once again renewed these proposals regarding the continuation of contacts related to shipping in the Black Sea and on some other issues," russian propaganda mouthpiece "Interfax" quoted putin, the leader of the terrorist country of the russian federation, as saying.

The head of the russian federation added that he had not yet had time to familiarize himself with the documents handed over by the Turkish side. According to him, moscow proceeds from the fact that russian interests must be respected in any agreements.

Putin's press secretary Dmytro Peskov noted that russian agencies and experts are studying the Turkish document on the possibility of renewing the grain agreement. He added that the previous experience of the grain agreement was not successful, and the initiative itself did not work as an agreement.

"The draft document regarding the possible discussion of repeating such an attempt in the future was submitted by the Turkish side. This document is currently being studied by our relevant departments and specialists. The position on this will be reported to the president," Peskov added.

The grain agreement was agreed by russia, the UN, Ukraine and Türkiye in July 2022. The agreement consisted of two parts: moscow agreed to the safe export of Ukrainian grain from the ports of Odesa, Chornomorsk, and Pivdennyi, and restrictions on the access of russian agricultural products and fertilizers to world markets were lifted from russia.

According to UN data, 32.9 million tons of agricultural products were exported from Ukraine as part of the agreement, 65% of which went to China, Spain, Türkiye, Italy and the Netherlands. The Ministry of Foreign Affairs of the russian federation stated that the poorest countries accounted for less than 3% of supplies.

Russia withdrew from the Black Sea Initiative on July 17, 2023 and threatened military risks to those countries that decide to resume the agreement without it. After that, the Ministry of Defense of the russian federation announced that it would consider all ships bound for Ukrainian ports to be "military targets".

Moscow demands that russian Agricultural Bank be re-connected to the SWIFT system and restrictions on the insurance of ships carrying russian fertilizers and food be lifted.

"However, the West has a completely different opinion about Russia, both regarding the SWIFT incident and the insurance issue," Erdogan said.

He said that the new scheme was proposed by the UN. This is "an intermediary mechanism that would not be a direct SWIFT, as the Russians wanted, but would be a derivative of SWIFT," Erdoğan said.
