Electricity deficit in Ukraine in winter can reach 30% of consumption — Volodymyr Velychko

In winter, the deficit of electricity in Ukraine can reach 6 GW, or almost 30% of consumption.

Volodymyr Velychko, the deputy chairman of the Supervisory Board of Centrenergo PJSC, announced this.

He reminded that on September 19, the International Energy Agency (IEA) presented the Report on the heating season in Ukraine in the winter of 2024-2025.

"Foreign partners believe that under the given conditions, this winter will be the most difficult for our country in its entire history, even without taking into account potential new massive strikes on the energy infrastructure. According to experts' calculations, the electricity deficit in Ukraine in winter may reach 6 GW, or almost 30% from consumption. In fact, this means a deficit that all Ukrainians felt at the peak in July of this year. And this is under the condition of maximum possible imports from European countries. Energy companies are working to increase the available cross-section for interstate flows to 2.4 GW," he noted.

The IEA offers to repair all possible equipment, protect it with both air defense and physical protection, and increase decentralized generation. According to the agency's estimates, it is necessary to attract approximately USD 30 billion for the repair and modernization of power generation.

"On the example of Centrenergo PJSC, I will say that Trypilska and Zmiivska TPPs alone need UAH 2 billion of financing, which is necessary for partial restoration only in 2024. To date, work on the assessment of destruction and damage at many power generation facilities has not yet been completed. Therefore, the amounts of damages are approximate and require clarification, which in turn will lead to an increase in the cost of restoration projects.

The issue of decentralized heat supply for such large cities as Kyiv, Kharkiv, Odesa, Zaporizhzhia and Dnipro is particularly acute," Volodymyr Velychko emphasized.

We will remind you that the Government has allocated over UAH 1.5 billion for the reconstruction of the Zmiivska TPP in the Kharkiv Region and the Trypilska TPPs in the Kyiv Region. Prime Minister Denys Shmyhal announced this. "We expect maximum efficiency in the use of these funds. The work must be done as quickly as possible," the Prime Minister emphasized. In particular, UAH 726 million was allocated for the Centrenergo state company from the reserve fund of the state budget. Another UAH 826 million was allocated from the fund for liquidation of the consequences of aggression.
