Ukraine receives EUR 10 million in preferential financing from Council of Europe Development Bank

The general fund of the state budget received EUR 10 million of preferential financing from the Council of Europe Development Bank (CEB).

This is stated in the notification of the Ministry of Finance, the Ukrainian News agency reports.

This is the first tranche of the CEB on the terms of joint financing within the framework of the World Bank’s Health Enhancement and Lifesaving (HEAL) Ukraine Project.

The specified funds of the CEB will be directed to the reimbursement of state budget expenses for payments under the medical guarantee program in accordance with the Framework Loan Agreement between Ukraine and the CEB.

In particular, EUR 10 million will finance priority needs in the field of health care, including rehabilitation and psychological support services.

The HEAL Ukraine Project is aimed at meeting new and urgent needs in the field of health care, modernization of the medical system, etc.

This is a framework project with a total planned amount of financing in the amount of USD 500 million.

As part of the project, the general fund of the state budget has already received USD 136 million (loan and grant funding).

These funds made it possible to finance the following medical services:

- more than 5,000,000 doses of basic childhood vaccinations;

- more than 5,300,000 people underwent an extended primary medical examination;

- more than 4,900,000 people received discounted medicines under the state program "Affordable Medicines";

- about 400,000 people received mental health services;

- about 430,000 people underwent a rehabilitation course;

- more than 3,900 medical workers were trained in providing assistance to survivors of gender-based violence.

As the Ukrainian News agency earlier reported, at the beginning of September, Ukraine received EUR 70 million from the CEB as part of the implementation of the HOME: Compensation for Destroyed Housing Project.
