The Ministry of Defense is creating a database of unscrupulous foreign suppliers of defense goods, works and services.
This is stated in the message of the Ministry of Defense, the Ukrainian News agency reports.
In particular, it is reported that the Ministry of Defense has developed an order to create and maintain a list of unscrupulous foreign suppliers of defense goods, works and services, this step is aimed at increasing transparency and responsibility in the procurement process for the Armed Forces of Ukraine.
Director of the Department of Procurement Policy of the Ministry of Defense Hlib Kanievskyi noted that the order was developed to fulfill the instructions of the Minister of Defense Rustem Umierov.
"The new mechanism will allow effective monitoring and analysis of information about foreign counterparties who have not fulfilled their contractual obligations to meet the needs of the Armed Forces," Kanievskyi noted.
According to him, the list is an information base that contains data on unscrupulous foreign counterparties.
This information will be available to international partners on whose territory these counterparties are registered and carry out their activities.
A foreign counterparty is recognized as unscrupulous if there is a court or arbitration decision regarding it that has entered into legal force and was not executed voluntarily.
Exclusion from the list is possible if the counterparty complies with a court or arbitration decision.
The maintenance of the list and its use in concluding state contracts is entrusted to the Department of Procurement Policy of the Ministry of Defense.
As the Ukrainian News agency earlier reported, in July the Ministry of Defense returned to the Armed Forces of Ukraine a significant amount of ammunition of various calibers, which had previously been handed over to enterprises for disposal as surplus.
