Chairman of the Verkhovna Rada, Ruslan Stefanchuk, advocates the introduction of immediate signing of adopted laws.
He said this in an interview with the Ukrainian News agency.
"There are laws, the signing of which is urgent. It is precisely the issue of the urgency of signing that needs to be fixed in the same Regulations. Now we are doing by mutual agreement with colleagues that they will not block urgent signing. I think that the institution of urgent signing should be clearly provided for in the new Regulations," he said.
Stefanchuk explained that the institution of urgent signing consists in the fact that after the approval of the bill by the Rada, which is extremely important, it is possible to vote for its signing so that its signing cannot be blocked by the draft resolution on the cancellation of the voting results.
"(Now) every colleague has the right to block any passed bill if they submit a blocking resolution within two days. I cannot sign until this blocking resolution is lifted. We are calm about it. Two days pass, on the third conditional day, we take it to the hall, fail, and that's the end of it," said the speaker of the Rada.
According to him, during the entire term of the 9th convocation, not a single "blocking" resolution was adopted.
As the Ukrainian News agency earlier reported, Stefanchuk is convinced that it is necessary to think about the creation of the institution of the recall of a parliamentarian in the context of people's rule.
