The Committee on Economic Development recognized that changing the hands of the clock does not help save energy, but harms health, and proposes to adopt a law on its rejection in general.
This was announced by the press service of the Apparatus of the Verkhovna Rada, Ukrainian News Agency reports.
According to the report, a meeting of the committee on economic development took place on July 12, at which the bill on time calculation in Ukraine (No. 4201) was considered.
According to the committee, the bill is aimed at protecting the health of the population, since according to the majority of scientists and doctors, the annual shift of the hands of the clock by one hour forward and backward has a number of negative consequences, causes a significant deterioration in the health of citizens during the period of adaptation to "summer" and "winter" time.
"Such a "seasonal time jump" leads to a change in a person's biological rhythms, which negatively affects the general state of a person, both physiologically and psychologically. After changing the hands of the clock, citizens feel worse, work capacity decreases, and a significant exacerbation of chronic diseases is observed. Scientific research associate time changes with diseases of the cardiovascular or immune systems, as they interrupt biological cycles. It has also been proven that changing the clock does not help save energy," the report said.
In addition, as noted, the said bill is designed to ensure the protection of territorial integrity and strengthening of national security of Ukraine by establishing and consolidating the unified Kyiv time throughout the entire territory of Ukraine without exception.
It is emphasized that the adoption of the law will ensure the definition of the procedure for calculating time in Ukraine at the legislative level, will contribute to the improvement of the health of citizens, increase the working capacity of the population, will contribute to countering aggression from russia and will contribute to Ukraine's European integration aspirations.
According to the results of the discussion, MPs - members of the committee made a decision to recommend to the Verkhovna Rada, based on the results of the review, in the repeated second reading, to adopt it as a whole as a law.
As Ukrainian News Agency earlier reported, Yaroslav Zhelezniak, a member of the Verkhovna Rada from the Holos faction, said earlier that the Verkhovna Rada decided to return to canceling the transition to summer time in Ukraine.
On the night of March 31, Ukraine switched to summer time, turning the hands of the clock forward by one hour.
The transition to winter and summer time takes place in accordance with Cabinet of Ministers Resolution No. 509 dated May 13, 1996 "On the procedure for calculating time on the territory of Ukraine". Every year, on the last Sunday of March at 3:00 a.m., the clock goes forward by one hour, on the last Sunday of October (at 4:00 a.m.) - by one hour back.
The time in force in Ukraine in winter is natural for the territory of Ukraine and corresponds to its geographical location, and in the period from the last Sunday of March to the last Sunday of October, summer time is introduced, as the authorities assured, in order to effectively use the light part of the day and save electricity.
