Education
In 1995, he graduated from Ivan Franko National University of Lviv with a degree in Law.
In 2001, he graduated from the Ukrainian Academy of Foreign Trade with a degree in "Management of Foreign Economic Activity."
He holds a Ph.D. in Law.
Career
From February 1994 to June 1995, he worked as a lawyer at the joint venture "DOMAR Travel and Tours Trans Ltd." in Lviv.
From June 1995 to April 1996, he worked as an assistant prosecutor at the Lviv Regional Prosecutor’s Office.
From April 1996 to March 1997, he worked as an attaché and third secretary in the Treaty and Legal Department of the Ministry of Foreign Affairs of Ukraine.
From March 1997 to June 2010, he worked in the Secretariat (Administration) of the President of Ukraine as a senior advisor, chief advisor, head of division, and deputy head of department in the Secretariat (Administration) of the President of Ukraine.
In 2011, for a short period, he served as chief legal counsel at the State Expert Center, a state-owned enterprise under the Ministry of Health of Ukraine.
From April 2011 to July 2013, he moved to the Ministry of Justice, where he held the positions of Assistant to the Minister of Justice and Director of the Department of Judicial Affairs.
From July 2013 to April 2014, he served as Executive Director for Legal Affairs at the State Enterprise "NAEK "Energoatom."
From May 2020 to April 29, 2021, he served as Vice President of NAEK "Energoatom."
On April 29, 2021, the Verkhovna Rada appointed Halushchenko as Minister of Energy.
During the Verkhovna Rada’s vote on July 17, 2025, on the new composition of the Cabinet of Ministers, he was appointed Minister of Justice of Ukraine.
On November 10, the National Anti-Corruption Bureau of Ukraine (NABU) conducted searches at Halushchenko’s residence in connection with a case involving the embezzlement of funds for the construction of protective structures at NAEK “Energoatom” and the laundering of those funds. The charges relate to the period when Halushchenko served as Minister of Energy.
On November 12, the Cabinet of Ministers suspended Galushchenko from his post, and on the same day, Prime Minister Yulia Sviridenko submitted a motion to the Rada to dismiss Galushchenko from the post of minister.
On November 19, 2025, the Verkhovna Rada dismissed Galushchenko from the post of Minister of Justice.
