Yevheniy Kapinus is a Ukrainian economist and civil servant; he was born on February 1, 1978.

He graduated from the Cherkasy Institute of Management with a degree in "Manager-Economist."

He holds a Ph.D. in Public Administration from the Ukrainian Academy of Public Administration under the President of Ukraine.

Since 2003, he worked as a consultant in the Department of Structural Changes and Market Infrastructure at the Presidential Administration of Ukraine, and in 2005, he began working at the Main Service for Socio-Economic Development of the Secretariat of the President of Ukraine, where he held leadership positions.

He served as an advisor to the Vice Prime Minister of Ukraine at the Secretariat of the Cabinet of Ministers of Ukraine in 2010 and 2011.

On April 29, 2016, he was appointed Deputy Minister of Finance and Chief of Staff.

On February 14, 2017, he was appointed State Secretary of the Ministry of Finance.

On October 31, 2018, he was appointed by the Cabinet of Ministers of Ukraine as Chairman of the Board of the Pension Fund of Ukraine.

His wife, Marianna, is a co-founder of KEN Investment and Consulting Center LLC (Kyiv), which provides consulting services on commercial activities and management.

In March 2025, it became known that Marianna, the wife of Pension Fund Chairman Yevhen Kapinus, had purchased a Volkswagen CC for 150,000 hryvnias during the war. At the time, this amounted to approximately $4,000. On a specialized car sales website, the cheapest VOLKSWAGEN CC (2014 model) in used condition costs $9,000.
