Oleksandr Tsivinskyi is a Ukrainian civil servant, legal expert, former NABU detective, and current director of the Bureau of Economic Security of Ukraine since August 6, 2025.

He was born in Lviv in 1982.

Education

In 2003, he graduated with honors from the Lviv Institute of Internal Affairs at the National Academy of Internal Affairs of Ukraine with a degree in law. He later completed a part-time degree at the Law Faculty of Lviv National University named after Frank.

In 2009, he completed his master’s degree at Lviv State University of Internal Affairs.

In 2023, he defended his dissertation on the topic “Liability for the Misappropriation of Another’s Property by a Public Official under Ukrainian Criminal Law” and earned a Ph.D. in Law.

Career

In 2003, he began working as an investigator with the Lviv City Police Department. He served in investigative and leadership positions within law enforcement agencies and participated in combat operations.

In 2015, after participating in a competitive selection process, he became a detective with the National Anti-Corruption Bureau.

While at the NABU, he investigated several high-profile cases, including the “Avakov backpacks” case. The main figure in that case was Arsen Avakov’s son. His partner, Volodymyr Lytvyn, took full responsibility, reimbursed the state nearly 5 million hryvnias, and received a suspended sentence. He participated in NABU’s “Clean City” operation (corruption in Kyiv) and investigated

cases involving former MP Serhiy Pashynsky and fugitive businessman Serhiy Kurchenko.

In 2023, he was a finalist in the competition for the position of NABU director.

On June 24, 2025, he won the competition for the position of Director of the Bureau of Economic Security.

On August 6, 2025, he was appointed Director of the Bureau of Economic Security of Ukraine.

Scandals

According to media reports, the father of Oleksandr Tsivinsky, a candidate for the position of Director of the Bureau of Economic Security, is a citizen of Russia, the aggressor state. On August 1, Svyrydenko announced that Oleksandr Tsyvinsky, a candidate for the position of Director of the Bureau of Economic Security, would undergo a polygraph test before the government considers his appointment.

In 2023, the new head of the Bureau of Economic Expertise, Oleksandr Tsivinsky, failed to pass an interview during the competition for the position of NABU director.

Family

Wife – Mariana Tsyvinska, psychologist, forensic expert, polygraph examiner (the couple married in 2004). Children – two sons: Severin (born 2008) and Maksym (born 2013).

In 2022, Oleksandr Tsyvinsky’s eldest son left Ukraine and is living in the UK under the Home for Ukraine program.
