Timur Tkachenko is the head of the Kyiv City Military Administration and a former deputy minister of strategic industries.
Born on August 18, 1989, in Kyiv. 36 years old. Tkachenko’s father was an active member of the Azerbaijani diaspora in Ukraine.
Education
In 2013, he graduated from Taras Shevchenko National University of Kyiv with a major in “International Economics” and earned a Master’s degree in Economics.
In 2019, he received a second higher education degree in "Law" from Taras Shevchenko National University of Kyiv.
Career
January–February 2012 — First-class specialist at the Solomyanka-Service municipal enterprise.
From 2012 to 2014 — assistant to a member of the Verkhovna Rada of Ukraine of the 7th convocation from the UDAR party.
January–March 2014 — Executive Secretary at the State Enterprise “Zovnishtorgvydav of Ukraine.”
In 2015–2016 — Head of Department at the municipal enterprise "Kyivblahoustriy."
In 2016–2017 — Head of the municipal enterprise "Pleso," responsible for investments in coastal infrastructure.
In 2018 — Chief of Staff of the Holosiivskyi District State Administration.
In 2019, he served as Deputy Head of the Darnytskyi District State Administration.
Since 2020—First Deputy Director of the Department of Urban Development of the Kyiv City State Administration.
In August 2023, he was appointed Deputy Minister for Strategic Industries of Ukraine.
In September 2024, he was appointed Deputy Minister of Community and Territorial Development of Ukraine.
On December 31, 2024, pursuant to a decree by President Volodymyr Zelenskyy, he was appointed Head of the Kyiv City Military Administration. As head of the Kyiv City Military Administration, he oversaw the restoration of public ground transportation during air raid alerts. At the Kyiv City Military Administration’s Defense Council, he advocated for the implementation of a mechanism to remove damaged and abandoned vehicles. He also worked with the Ministry of Development to implement the “eOpora” chatbot for collecting complaints regarding housing damaged by Russian shelling.
Connections
Timur Tkachenko is the “brother-in-law” of NABU Director Semen Kryvonos. Their wives are sisters. Last year, the wife of NABU Director Semen Kryvonos, Galina Polshynska, gifted an apartment in Kyiv to the wife of Kyiv City Military Administration Head Timur Tkachenko, Hanna Tkachenko, and in return, she received a dacha near Kyiv.
Property and Assets
Tkachenko owns neither a home nor a car. He lives in a rented apartment. Tkachenko does not own any real estate: neither land nor apartments. Since 2023, he has been renting a 153-square-meter apartment in Kyiv, while his wife owns an apartment in Kyiv that she received as a gift. Its value is listed at 1.5 million hryvnias, and the apartment is 73 square meters.
Tkachenko has been driving a Toyota RAV4 since 2023. The car’s owner is Oleksandr Zakharov. The wife of the head of the Kyiv City Military Administration owns her own car: a BMW X3, which she bought during the war for 1.6 million hryvnias.
Over the past year, Tkachenko’s wife earned 1 million hryvnias from business activities, while Tkachenko himself earned just over 1 million hryvnias in salary. Tkachenko has 70,000 hryvnias and 10,000 dollars in savings, while his wife has 1 million hryvnias.
Scandals
In September 2025, Kyiv Mayor Vitali Klitschko stated that the central government, through Timur Tkachenko, was seeking to directly control Kyiv. Klitschko criticized an order issued by Timur Tkachenko, head of the Kyiv City Military Administration, in which he effectively granted himself the right to approve the appointment of all city hall employees, including deputy mayors.
