Gazprom Says Delivered 2.4 Billion Cubic Meters Of Gas To Militant-Controlled Areas Of Donbas In 2016

The Gazprom gas company (Russia) supplied 2.39 billion cubic meters of natural gas to Ukraine in 2016.

This is stated in the company's quarterly report, which is based on the Russian accounting standards, Ukrainian News Agency reports.

However, data from the Naftogaz of Ukraine national energy company and the State Statistics Service state that Ukraine did not import natural gas from Russia in 2016, which means that this volume of natural gas was delivered to the militant-controlled areas of Donetsk and Luhansk regions, if it was actually delivered to Ukraine.

According to Gazprom's report for the first quarter, the company delivered 995 million cubic meters of gas to the militant-controlled areas of Donetsk and Luhansk regions in the period of January-March 2016, 229 million cubic meters in the second quarter, 160 million cubic meters in the third quarter, and 1.006 billion cubic meters in the fourth quarter.

Gazprom's report for the fourth quarter of 2016 Naftogaz states that Ukraine's debt for the gas that was supplied in the period of 2013-2016 amounted to USD 3 billion as of 31 December 2016.

The company's report for the third quarter of 2016 also stated that the debt amounted to USD 3 billion as of 30 September 2016.

However, Gazprom's report for the second quarter of 2016 states that Naftogaz Ukraine's gas debt amounted to USD 2.898 billion as of 30 June 2016 and its report for the first quarter states that the debt amounted to USD 2.856 billion (USD 42 million less).

Earlier, Gazprom stated that it delivered 1.7 billion cubic meters of gas to the militant-controlled areas of Donetsk and Luhansk regions in 2015.

Thus, according to the Russian company, it delivered about 4.1 billion cubic meters of gas to the militant-controlled areas of Donetsk and Luhansk regions from 19 February 2015 to 31 December 2016.

As Ukrainian News Agency earlier reported, Naftogaz of Ukraine announced in May 2016 that it did not intend to pay Gazprom for the natural gas it allegedly delivered to the militant-controlled areas of Donetsk and Luhansk regions in the period from February 2015 to April 2016.

Naftogaz of Ukraine stressed that it was not receiving gas under the contract with Gazprom at the Prokhorovka and Platovo gas metering stations.

Accordingly, the data on gas supplies through these gas-metering stations cannot be used during preparation of acts of acceptance of gas and, consequently, Naftogaz of Ukraine is not obliged to pay for this volume of gas.

Naftogaz of Ukraine has not bought natural gas from Gazprom since 25 November 2015. Before that, Naftogaz of Ukraine imported gas exclusively through the entry points to the Ukrainian gas transmission system on the territory controlled by Ukraine.
