SBU Opens In-Absentia Investigation In Respect Of Ex-Self-Appointed "Governor" Of Donetsk Region Hubarev

The Security Service of Ukraine (SBU) has opened a special (in-absentia) investigation in respect of former self-appointed "governor" of Donetsk Region Pavlo Hubarev.

Ukrainian News Agency learned this from a statement made by the press service of the Prosecutor-General’s Office (PGO).

He is suspected of encroachment upon the territorial integrity and independence of Ukraine, orchestrating riots, and involvement in activity of terrorist organisations.

While in Donetsk, Hubarev in February and March 2014 enter into a criminal conspiracy with other person to overthrow the constitutional system and change the boundaries of the territory of the state, and together with them during mass riots seized premises of government agencies and municipal bodies.

This paralysed the work of public institutions on this territory, made impossible restoration of lawfulness, and pre-conditioned creation of the terrorist organisation “Donetsk People's Republic” (DPR).

As Ukrainian News Agency earlier reported, the intelligence service of the Ministry of Defence in February 2016 said that the "head" of the DPR Alexander Zakharchenko had appointed Hubarev as the "mayor" of Yasynuvata.

Hubarev in October 2014 was taken to a hospital after unknown persons had fired shots upon his car in Donetsk Region.

In May 2014, the Security Service put Hubarev on the wanted list.
