Ukraine Introduces 4.19-31.84% Antidumping Duties On Carbamide, CAC Imported From Russia From March 2017 For 5 Years

The Interagency Committee on International Trade (ICIT) has decided to introduce antidumping duties on carbamide and carbamide-ammoniac compound (CAC) imported from the Russian Federation at the rate of 4.19%-31.84% from March 2017 for five years, till March 2022.

Ukrainian News Agency learned this from a statement made by the MKMT.

The MKMT has concluded that domestic manufacturers were harmed substantially by the dumping import of such fertilizers to Ukraine in 2014.

The MKMT has decided to impose duties on the goods coded 3102 10 and 3102 80 00 00 under the Ukrainian Classification of Goods of Foreign Economic Activity.

A duty of 18.78% applies to the fertilizers produced by Novomoskovsk Joint-Stock Company Azot (Russia); 18.78% to Nevinnomysk Azot (Russia); 4.19% to Kuibyshevazot (Russia); and 31.84% to other RF-based manufacturers.

The decision takes force within 60 days after the publication of this announcement (published on Friday).

As Ukrainian News Agency earlier reported, the MKMT on June 23, 2015 opened an antidumping investigation into the import of certain nitrogen fertilizers from Russia.

This inquiry was prolonged twice, till September 23 and December 23.

Group DF predicts that the Ukrainian market of nitrogen fertilizers will be invaded by Russia-based vendors if the authorities refuse to raise duties.

The Union of Chemists of Ukraine have applied to Groysman and the Economy Ministry with a request to introduce duties on imports of carbamide from Russia as soon as possible.

In July 2014, Ukraine increased the antidumping duty on ammonium nitrate import from Russia from с 9.76-11.91% to 20.51-36.03%.

The MKMT decided to set the rate of the antidumping duty for Dorogobuzh (Smolensk Region, Russia) at 20.51% (previously 9.76%), for Eurochim (Moscow, Russia) at 36.03% (previously 0%) and for other RF exporters 36.03% (previously 11.91%).
