The VARES Association brings together companies whose business activities have been repeatedly associated with the illegal trade in electronic cigarettes, according to court decisions. This is based on information from the Unified Register of Court Decisions.
According to the association's website, it has 4 members, including Cloud Castle Lab, No Limit, Enjoy Smoke and Best Component.
All four declared members are mentioned in court materials concerning the illegal circulation of excisable goods. VARES participants: NO LIMIT and BEST COMPONENT
In particular, the Bohunsky District Court of Zhytomyr issued a verdict against an organized group in a case regarding the illegal manufacture and sale of excisable goods. The case materials include liquids for electronic cigarettes under the brands: BRO, Best Component, Balon, Cool, Zloy, Salt Jar, SHOCK and others.
The brands BRO (owned by No Limit) and BEST COMPONENT are declared as being manufactured by VARES members and appear as products manufactured by a convicted organized group.
The court convicted four individuals, imposed fines and ordered the confiscation of illegally manufactured products, equipment and seized funds.
The published verdict of the Bohunsky District Court of Zhytomyr explicitly states that one of the defendants: "has worked as a Product Procurement Manager since 2015, then as a Legal Advisor, Director. The companies Nolimit LLC and Magnicumentprise LLC were established. This was one structure that was engaged in the procurement of electronic cigarettes, ingredients (propylene, nicotine) and produced liquid smoke for them." In addition, the connection between Best Component and No Limit is indicated in the same verdict.
VARES participant – CLOUD CASTLE
In the Volyn region, law enforcement officers investigated the activities of a network of 11 Cloud Castle stores, where, according to the investigation, liquids for electronic cigarettes without excise stamps were sold. As part of these proceedings, the court granted permission to search a Tesla Model S, whose registered owner is the Head of VARES, Andriy Solomin.

As a result of the search, cash, mobile phones and other property were seized. By the case number, you can get information that it was Andriy Solomin who was the applicant in the appeal of the arrest warrant.
The Khmelnytskyi District Police Department is also investigating the illegal sale of prohibited vapes in the Cloud Castle store. In particular, the Khmelnytskyi City District Court issued a ruling in which the Cloud Castle chain appears for the illegal sale of flavored vapes.
Cloud Castle is associated with the Head of the Association, Andriy Solomin, who is the founder of the company.
VARES member – ENJOY SMOKE
The Dzerzhinsky District Court of Kharkiv established the fact of the sale of nicotine-containing liquid for electronic cigarettes without an appropriate license by the Enjoy Smoke network.
These circumstances cast doubt on VARES's public statements about representing the legal electronic cigarette market exclusively.
