Natalia Tugai, founder of Protech Solutions, stated that the delivery of cyclotrons to Ukraine will take place on schedule, and that the company's participation in World Bank tenders is carried out through transparent and competitive procedures.
It should be recalled that a number of media publications recently raised questions regarding the procurement of cyclotrons and the broader process of purchasing medical equipment.
Commenting on these claims, Tugai emphasized that the company has factual evidence confirming the transparency of its operations and is ready to substantiate this with specific examples. One such example, she noted, is the procurement of medical cyclotrons, the tender for which was completed at the end of 2025.
"We categorically refute the information circulated in certain publications. It does not correspond to reality. Let's start with the procurement of medical cyclotrons. The tender was finalized at the end of 2025. It was a large-scale procurement with a budget exceeding UAH 541 million. The winner was Protech Solutions with a bid of approximately UAH 371 million. This means the state budget saved UAH 171 million. This fact alone refutes any claims of alleged lack of transparency or collusion, as the tender outcome resulted in substantial savings for the state," Tugai said.
The founder of Protech Solutions also addressed media allegations regarding the supposed absence of a contract with General Electric. She stressed that these claims are false and that contractual obligations for the supply of cyclotrons are already being executed.
"There are claims circulating in the media suggesting that Protech Solutions does not have a contract with General Electric, and therefore the delivery of cyclotrons is impossible. This is not true. The contract has been signed, an advance payment was made at the end of 2025, and the manufacturer has already started production of the equipment. According to the contract terms, delivery to Ukraine is scheduled for 2027. This information can be confirmed directly with the manufacturer if necessary," she emphasized.
Tugai also commented on the company's participation in a World Bank tender for the procurement of medical imaging equipment, stating that the procedure is fully transparent.
"It is important to explain how this process actually works. Decisions on financing such procurements, as well as the preparation of technical specifications, are made with the involvement of specialists from the European office of the World Bank. They engage technical experts, draft the documentation, and then technical consultations are held in Ukraine with the participation of all available distributors and representatives of relevant equipment manufacturers. In other words, this is an open consultative process accessible to all market participants," Tugai explained.
She added that after collecting feedback from market participants, the documentation is returned to the World Bank's European office, where the final technical specifications are prepared and the tender is officially announced. Therefore, she said, claims about possible influence by individual Ukrainian players on procurement outcomes are unfounded.
"It is crucial to understand that final decisions are not made in Ukraine and not by individual market participants. They are made by the World Bank within its established procedures. That is why allegations about supposed influence by Ukrainian specialists or pre-selected winners have no basis. In the case of the tomography procurement, eight well-known companies participated in the tender, which already indicates competition. At the same time, the World Bank's procurement system is designed so that bidders do not see each other's price offers, and the winner is the one who proposes the lowest price while fully meeting the technical requirements. Therefore, claims that Protech Solutions and General Electric allegedly do not meet the requirements are groundless. The final assessment is made exclusively by qualified World Bank experts," Tugai stated.
In conclusion, Tugai noted that Protech Solutions is considering legal action in response to the dissemination of false information in order to protect its business reputation.
