President of Ukraine Volodymyr Zelenskyy spoke publicly for the first time about the content of the 20-point peace plan that has been discussed by Ukraine, the United States and russia for the second month. This is a political draft document between Ukraine, the United States, Europe and russia, which also contains references to additional agreements in certain areas.
RBC-Ukraine has reported this with reference to the President's statement during a meeting with journalists.
According to Zelenskyy, in addition to the basic peace plan, several other documents are being discussed in parallel: a trilateral agreement on security guarantees between Ukraine, the United States and Europe; bilateral security guarantees for Ukraine from the United States; and a roadmap for Ukraine's economic recovery and development until 2040, prepared jointly with the American side
- 1. Reaffirmation of Ukraine's sovereignty. All signatories of the agreement confirm that Ukraine is a sovereign state.
- 2. A nonaggression agreement between russia and Ukraine. To control the line of contact, space-based unmanned monitoring and an early warning mechanism will be established.
- 3. Ukraine receives security guarantees.
- 4. The size of the Armed Forces of Ukraine will remain at 800,000 in peacetime.
- 5. The United States, NATO and Europe will provide Ukraine with security guarantees similar to Article 5. If the russian federation invades Ukraine, there will be a military response and renewal of sanctions. If if the opposite happens, Ukraine will lose security guarantees. The United States will receive compensation for the guarantees, but, according to Zelenskyy, this clause has been deleted.
- 6. Russia will enshrine its non-aggression policy towards Europe and Ukraine in all necessary laws. The document must be ratified by the russian parliament.
- 7. Ukraine will become a member of the EU at a certain time (we want to fix the date of accession). Kyiv will also receive short-term privileged access to the European market
- 8. Global development package, which will be defined in a separate investment agreement. It will include: the creation of a fund for Ukraine's investment in fast-growing industries (technology, data centers, AI); joint investments with the United States in the restoration and joint reconstruction of territories; infrastructure development; and mining.
- 9. Several funds will be created to address recovery issues. Kyiv wants to raise USD 800 billion through equity, grants, debt, and private sector contributions. In particular, the United States and Europe will create a capital and grant fund with a target size of USD 200 billion.
- 10. Ukraine will speed up the process of concluding a free trade agreement with the United States.
- 11. The non-nuclear status of Ukraine is confirmed.
- 12. The United States proposes that the Zaporizhzhia NPP should be operated by russia, Ukraine and the United States, with the Americans as the main managers. According to Zelenskyy, there is no compromise: the United States and Ukraine - 50/50.
- 13. Educational programs in schools that promote understanding and tolerance of different cultures, eliminate racism and prejudice.
- 14. The territories are the most difficult point. Zelenskyy voiced two options. In both cases, russia withdraws its troops from the Dnipropetrovsk, Mykolaiv, Sumy, and Kharkiv Regions.
Option A: the current line of contact remains in the Donetsk, Luhansk, Zaporizhzhia, and Kherson Regions. Option B: a free economic zone on the territory of the Donbas - Ukraine is ready to hold a referendum to approve it. However, Ukrainians will vote not only for this item, but for the entire agreement. If the decision is approved, a separate agreement on the status of the special economic zone will be signed between Ukraine, the United States and the russians. - 15. Russia and Ukraine undertake not to change the agreement by force.
- 16. Russia will not prevent Ukraine from using the Dnipro River and the Black Sea for commercial activities.
- 17. Prisoner exchange all for all, return of civilians, children and political prisoners. A humanitarian committee will be established and measures will be taken to address the problems and suffering of war victims.
- 18. Ukraine should hold elections as soon as possible after the signing of the agreement. First, presidential elections, the Verkhovna Rada should develop and vote on a mechanism to hold them before the lifting of martial law. Then parliamentary and local elections will be held.
- 19. This agreement will be legally binding. Its implementation will be controlled by the Peace Council headed by Trump
- 20. Once all parties agree to this agreement, a complete ceasefire will come into effect immediately.
It is also planned that Ukraine will submit the agreement to the Verkhovna Rada for approval and/or put it to a nationwide vote. The option of holding elections simultaneously with the referendum is not excluded.
The document will come into force only after the parties fulfill their obligations. The security guarantees for Ukraine will be effective only after full ratification of the agreement or its approval in an all-Ukrainian referendum.
