On his Facebook page, political analyst Oleh Posternak issued a stark warning about a looming threat to the strategic mineral agreement between the United States and Ukraine. According to him, the risk stems from the actions of Ukrainian national Volodymyr Ihnashchenko, who has previously been implicated in major corruption scandals.
"I obtained an analytical report from one of America’s leading think tanks. What I read there is more than alarming — it’s a full-blown SOS for anyone who believes in transparent US–Ukraine cooperation.
According to the report, Ukrainian citizen Volodymyr Ihnashchenko — widely known in expert circles as a corrupt operative from the Yanukovych era — has effectively forged his way into representing Ukraine’s interests in negotiations with American companies over lithium. Shockingly, the report alleges that Ihnashchenko fabricated documents to falsely claim affiliation with a respected US corporation and submitted these for official recognition by Ukrainian ministries.
As a result, he misled both sides: he told Americans he represented Ukraine, and told Ukrainian officials he spoke for the US. This individual — a suspect in past criminal cases for fraud and corruption — now appears poised to once again "heroically" channel public funds.
At stake are Ukraine’s lithium reserves, the legal rights to which have already been secured by the US-listed company Critical Metals Corp (NASDAQ). Ihnashchenko’s schemes may provoke legal conflict between two American firms, jeopardizing access to the resource and causing Ukraine to lose not only the deal but also foreign investment and its international credibility.
Let’s not forget: it was Ihnashchenko who orchestrated the insertion of a shady intermediary company tied to Yanukovych’s inner circle into a landmark production-sharing agreement between Shell and Ukraine. Shell eventually withdrew from the country, writing off losses of more than $100 million.
Sadly, the lack of a proper implementation framework and persistent staffing deficits have once again opened the door to figures like Ihnashchenko. I can only hope this time the agreement will not be sabotaged and buried like so many others he’s touched."
The US–Ukraine Strategic Minerals Cooperation Agreement was signed on April 30, 2025. It envisions a partnership to develop critical mineral extraction, including lithium, rare earth elements, and graphite — key resources for strengthening the energy independence of Europe and the West.
In 2013, Shell signed a production-sharing agreement with Ukraine to develop the Yuzivska gas field. But by 2015, Shell had exited the project, citing force majeure and deteriorating security in eastern Ukraine. Investigations and media reports have linked the withdrawal to attempts by Ihnashchenko’s associates to insert a front company, SPC Geoservice, into the project’s corporate structure. As a result, Ukraine lost one of the most significant energy investments of the past two decades.
