Candidate for the post of ESBU Head Viktor Dubovyk claims violations of transparency in the competition proced

Victor Dubovyk, a candidate for the position of Director of the Economic Security Bureau of Ukraine (ESBU), has claimed a number of serious violations of transparency and methodology in the competition procedure. He published the statement on his official Facebook page.

According to Dubovyk, after the completion of the practical assignments, many questions arose about the objectivity of the assessment and the legitimacy of the decisions made by the competition commission.

"The members of the commission actually removed themselves from the evaluation. The scores were given by unknown "experts" without a transparent methodology and open information about the procedure for their involvement," - the candidate said.

He also drew attention to significant discrepancies in the grades given: candidates received different points for the same answers, while for the opposite answers they sometimes received the same points. At the same time, he said, there are no official correct answers that could be a point of comparison.

In addition, Dubovyk reported a lack of control over the scanning and processing of papers after the candidates completed practical tasks, which, in his opinion, creates risks of substitution or loss of results.

He also said that as of May 22, the times of the commission's meeting of May 13, 2025, were still missing from the Cabinet of Ministers' website, which probably means that it was not signed.

"Building new institutions using old methods is a way to lose trust. And trust is the main currency of public administration today," added Dubovyk.

The candidate emphasized the need for a public discussion of the problematic aspects of the competition procedure. He also recalled that he himself had participated in negotiations with the International Monetary Fund, during which international partners emphasized the need to maintain high standards of transparency and integrity in the process of selecting the head of the BES.

In conclusion, Dubovyk emphasized that the principles of openness, impartiality and accountability defined by the law on the Bureau of Economic Security should be applied to the procedure for appointing the director of this body.
