Cabinet Endorses Project Of Construction Of Fast Railway Line Toward Boryspil Airport

The Cabinet of Ministers of Ukraine has endorsed a project on construction of a fast railway line between Kyiv and the Boryspil international airport outside Kyiv.

This is said in a posting on the website of the Cabinet of Ministers, Ukrainian News Agency reports.

"The Cabinet of Ministers has supported the project drafted by the Ukrzaliznytsia open joint stock company on construction of a fast railway line between Kyiv and the Boryspil international airport, which is the largest airport of the country," reads the posting.

Vice Prime Minister Volodymyr Kistion will coordinate the project actions.

A trip between Kyiv and the Boryspil international airport will take 35 minutes.

The fast railway line will run from the Kyiv railway station to the D terminal of the airport through the Vydubychi subway station.

Eleven PESA trains for 91 passengers and two PESA trains for 192 passengers will be used on the line.

They will be able to carry up to 2.6 million passengers a year.

Ukrzaliznytsia estimates investment in the project at UAH 600-800 million.

As Ukrainian News Agency earlier reported, Prime Minister of Ukraine Volodymyr Groysman predicts construction of a fast railway line between Kyiv and the Boryspil international airport in December 2018.

Deputy Minister of Infrastructure Viktor Dovhan says the Ukrainian Railways public joint-stock company (Ukrzaliznytsia) intends to finance implementation of the "Air Express" project with its own funds.

In October 2017, the Dnipropetrovsk Regional Economic Court decided ordered the state enterprise "Directorate for Construction and Management of the Air Express National Project and other Infrastructure Facilities of the Kyiv Region" to pay about UAH 94 million in state-guaranteed loans to the Ministry of Infrastructure and the Air Express state enterprise based on a lawsuit filed by the Kyiv prosecutor's office.

In May 2017, Ukraine and China announced their intention to hold talks on the prospects for implementation of the Air Express national project.

In April 2017, the National Anti-Corruption Bureau sent a case involving embezzlement of about UAH 82 million from the Air Express state enterprise to the Kyiv-Sviatoshynskyi District Court of the Kyiv Region.

In September 2016, prosecutors from the Specialized Anti-Corruption Prosecutor's Office (SACPO) and operatives from the National Police's economic protection department detained a person suspected of involvement in a scheme for embezzling funds from the Air Express state enterprise.

In June 2015, the Cabinet of Ministers transferred control of the assets of the "Directorate for Construction and Management of the Air Express National Project and other Infrastructure Facilities of the Kyiv Region" to the Ministry of Infrastructure.

Air Express began construction of a railway between Boryspil and Kyiv on December 28, 2011.

In April 2011, Ukraine reached agreement with China on provision of USD 372 million for financing construction of a railway between Boryspil and Kyiv within the framework of the Air Express national project.

Trains were expected to begin running on this railway before the end of 2012, and they were expected to cover the distance between the Boryspil airport and Kyiv in 41 minutes. However, the project was never implemented.
