Energy Commission reduces tariffs for gas storage in storage facilities and introduces incentive regulation for Ukrtransgaz JSC from June 1

The National Commission for State Regulation of Energy and Public Utilities (Energy Commission) adopted a series of decisions on May 26, 2026, regarding the transition of the Ukrtransgaz JSC to incentive-based regulation in the field of natural gas storage (injection and withdrawal), the establishment of long-term regulatory parameters, and new tariffs for the relevant services.

This is stated in a commission announcement, as reported by thev Ukrainian News agency.

The statement notes that the adopted decisions ensure the transition from the “cost-plus” regulatory model to multi-year incentive-based regulation in accordance with the new Methodology approved by the Energy Commission in March 2026.

At the same time, in preparation for the upcoming heating season and to create favorable conditions for building the reserves necessary for a stable winter, the regulator has reduced the tariff for natural gas storage services.

It is noted that as of June 1, 2026, the new tariffs for storage services (injection, withdrawal) will be:

- tariffs for natural gas storage services – UAH 0.36 per 1,000 m³ per day (excluding VAT);

- tariffs for natural gas injection services – UAH 290.45 per 1,000 m³ per day (excluding VAT);

- tariffs for natural gas withdrawal services – UAH 290.45 per 1,000 m³ per day (excluding VAT).

Additionally, to encourage long-term capacity booking, the Energy Commission has introduced new discount factors that take into account annual capacity orders (annual capacity, combined capacity).

Thus, the adopted decisions establish a new model for the operation of the gas storage operator and create the conditions for long-term planning of activities, maintaining the proper technical condition of the infrastructure, and its further development.

As the Ukrainian News agency earlier reported, the Energy Commission planned to consider a draft resolution on raising tariffs for gas injection, withdrawal, and storage in Ukrainian underground gas storage facilities (UGS) at its meeting on May 5.
