The Cabinet of Ministers is lifting restrictions on construction near airfields. Prime Minister Yuliia Svyrydenko announced this on her Telegram channel, according to the Ukrainian News agency.

"We are resolving issues that have become acute during the war, when some airfields lack valid certificates. We are introducing a clear mechanism for accounting for such restrictions and updating the procedure for coordination between urban planning, aviation, and defense authorities. This allows us to unblock construction near airfields without compromising safety requirements," she said.

Svyrydenko noted that at the last government meeting, important decisions were made to simplify regulations and accelerate reconstruction.

In particular, she said, the government is introducing a framework agreement mechanism for construction projects funded by public money, which should result in a significant reduction in procedural timelines and a faster start to the reconstruction of housing, infrastructure, and social facilities.

In addition, the government is updating its approach to cost estimates — they must reflect real market conditions and account for actual costs, including wage levels — and is launching a database of construction material prices within the Unified State Electronic System for the Construction Sector.

According to Svyrydenko, these decisions are part of a comprehensive urban planning reform.

As the Ukrainian News agency earlier reported, the government has adopted a package of decisions aimed at simplifying construction regulations, reducing corruption risks, and accelerating the launch of reconstruction projects.
