Number of fraudulent card transactions decreased slightly, and amount of losses increased by almost a quarter
In 2025, the number of illegal actions and fraudulent transactions using payment cards, which resulted in losses, decreased.
This is stated in the NBU report, Ukrainian News Agency reports.
This indicator decreased by 13,300 transactions (or 5%) compared to 2024 - to 256,000 transactions.
There were 27 fraudulent transactions per million payment card transactions, which is 14% less compared to the previous year.
The amount of losses from fraud increased by almost a quarter (by 24%) - to a total of UAH 1.4 billion. This is due to an increase in the average amount of one illegal transaction by 30% compared to 2024 (from UAH 4,247 in 2024 to UAH 5,536 in 2025).
At the same time, in 2025, the relative level of losses from fraud using payment cards to the total amount of expenditure transactions amounted to UAH 198 of losses per one million expenditure transactions, which is 14% more than in 2024.
The decrease in the number of illegal actions and fraudulent transactions using payment cards indicates that payment service providers are taking appropriate measures to counter such cases (in particular, the introduction of enhanced authentication), and that an increasing number of customers are complying with the rules for the safe use of payment cards.
At the same time, the increase in the average amount of one illegal transaction demonstrates that clients who become victims of criminals suffer greater financial losses due to carelessness.
