Number of Ukrainians with minimum wage increased by 37% in 2025 - MP Hetmantsev
Danylo Hetmantsev, a member of the Verkhovna Rada from the Servant of the People faction, chairman of the parliamentary committee on finance, tax and customs policy, reported that last year the number of Ukrainians receiving the minimum wage increased by 36.8%.
He announced this on his Telegram channel, Ukrainian News Agency reports.
According to taxpayers' tax reports, in 2025 the average wage was UAH 20,787, which is 8.3% more than in 2024.
However, this is still 23% less than the figures of the State Statistics Service.
Structure of payments in 2025 (on average per month):
- 964,000 people received less than the minimum wage (UAH 8,000);
- 323,000 people - equal to the minimum wage (UAH 8,000);
- 6.1 million people - more than the minimum wage.
Of the positive in 2025:
- the number of people who were paid a salary less than the minimum decreased by 4% compared to 2024, and by 18% - over the last 2 years;
- the number of people who were paid a salary less than the minimum decreased by 15.1% during October-November 2025 compared to January-September 2025.
Such indicators are, among other things, due to the adopted law on the minimum wage in retail trade in excisable goods.
Of the negative in 2025 - the number of people who were paid the minimum wage increased by 36.8%, which indicates a high percentage of salaries in the shadows.
In fact, the labor market in 2025, according to tax data, is marked by minimal positive steps in removing wages from the shadows.
As Ukrainian News Agency earlier reported, the minimum wage in Ukraine in 2026 is UAH 8,647 (per month) from January 1, and UAH 52 (hourly rate).
