In 2025, Ukraine attracts record-breaking USD 45 billion for security - Shmyhal

In 2025, Ukraine attracted a record-breaking USD 45 billion in international security support. Defense Minister Denys Shmyhal announced this on his Telegram channel, Ukrainian News Agency reports.

"2025 was a record year for international security support for Ukraine. Our state managed to attract over USD 45 billion in aid - this is the highest figure since the start of the full-scale war and almost 30% more than last year," he said.

The US share in 2025 exceeded USD 10 billion, another USD 35 billion was attracted thanks to European partners, Canada, Australia and other countries.

The key areas of support in 2025 were:

armament and ammunition;

development of air defense and missile defense;

investments in joint production and procurement for the Ukrainian defense industry;

training, repair, technical support and logistics.

More than USD 6 billion was allocated to the development of the Ukrainian defense-industrial complex, in particular within the framework of the "Danish model".

Almost USD 3 billion was received by Ukraine from profits from frozen russian assets in the EU and the UK, in particular within the framework of the ERA (Extraordinary Revenue Acceleration for Ukraine) initiative, these funds were allocated to the purchase of weapons and the development of the defense industry.

"International support for Ukraine is becoming long-term and systemic. This is a guarantee of deterring Russian aggression, strengthening our defense capabilities and ensuring a just peace in Europe," Shmyhal noted.

As Ukrainian News Agency earlier reported, in November Ukraine received EUR 4.1 billion under the ERA Loans mechanism - the final tranche within the framework of the EUR 18 billion program financed from profits from frozen russian assets.
