Zaluzhnyi and Budanov lead rating of trust of Ukrainians

Former Commander-in-Chief of the Armed Forces of Ukraine Valerii Zaluzhnyi and Head of the Defense Intelligence Kyrylo Budanov became the leaders of the rating of public trust among Ukrainians. This is evidenced by the results of a sociological survey by SOCIS, conducted from December 12 to 18, 2025 as part of public opinion monitoring.

According to the published data, the highest level of trust was recorded for Valerii Zaluzhnyi - 75.7% of the surveyed citizens trust him. The head of the Defense Intelligence, Kyrylo Budanov, is almost not inferior to him, whose level of trust is 71.5%.

In addition to the leaders of the rating, other well-known military commanders also have a significant level of trust among Ukrainians. In particular, the list includes Andrii Biletskyi (53.8%), Azov commander Denys Prokopenko (47.7%), Commander-in-Chief of the Armed Forces of Ukraine Oleksandr Syrskyi (42.6%), commander of the operational group Mykhailo Drapatyi (38.5%), commander of the Ptakhy Magyara unit Robert Brovdi (36.5%) and commander of the 65th Motorized Rifle Brigade Kyrylo Veres (34.7%).

Experts have already drawn attention to the fact that according to the results of the autumn waves of surveys, the trust rating of Kyrylo Budanov is showing the highest growth rates compared to similar indicators of Valerii Zaluzhnyi and President of Ukraine Volodymyr Zelenskyi.
