Zelenskyy signs law on creation of "postal bank" on basis of Ukrposhta
President Volodymyr Zelenskyy has signed a law on the creation of a "postal bank" on the basis of Ukrposhta.
This is evidenced by the data in the bill card N13018-d, the Ukrainian News agency reports.
The Verkhovna Rada adopted this law in early June 2025.
The document provides for the following:
1) to introduce a new type of bank - a financial inclusion bank, which will operate on the basis of a limited banking license, the main task of which is proposed to be to serve clients who currently do not have sustainable access to financial services (citizens of Ukraine and microenterprises in areas close to the combat zone, in the liberated territories, as well as socially vulnerable groups);
2) to define the terms "financial inclusion", "limited banking license", "financial inclusion bank" at the legislative level, and empower the National Bank to promote the development of financial inclusion;
3) to provide that a financial inclusion bank will be able to provide banking and other financial services exclusively to individuals, business entities, public and charitable organizations whose annual income from any activity for the previous reporting calendar year does not exceed the amount equivalent to EUR 5 million, determined at the official exchange rate of the hryvnia against foreign currencies set by the National Bank of Ukraine, as well as to public authorities and local governments;
4) to ensure focus on the relevant target groups of clients, to restrict financial inclusion banks in conducting capital market operations, as well as to set limits on the total amount of credit funds that can be provided to one borrower, etc.
The main purpose of the draft law is to create a legal framework for the emergence of a new type of financial services provider in the Ukrainian financial services market - financial inclusion banks Ukraine.
As the Ukrainian News agency earlier reported, in September 2024, Ukrposhta announced that it plans to obtain a limited banking license.
In September 2025, the National Bank reported that it was waiting for Ukrposhta to submit documents for the establishment of a bank; its CEO Ihor Smilianskyi explained the reason for the delay.
Later, Ukrposhta received a warning from the NBU in the form of a written warning for violating the requirements of Ukrainian legislation regulating activities in the payment market.
