Ukraine will have the first state infrastructure for AI development - Fedorov

Ukraine will have the first state infrastructure for AI development - AI Factory (Sovereign Artificial Intelligence Factory). First Vice Prime Minister - Minister of Digital Transformation Mykhailo Fedorov announced this on the Telegram channel, Ukrainian News Agency reports.

"Ukraine will have the first state infrastructure for AI development - we are launching AI Factory. Our mission is to enter the top 3 countries in terms of AI development and implementation by 2030. One of the key factors for its implementation is the availability of infrastructure on which AI services will operate: computing clusters, data warehouses, etc.," he said.

Fedorov said that the Ministry of Digital Transformation is starting work on the AI Factory project - this is Ukraine's first big step in the issue of technical infrastructure for AI.

"Soon, Ukraine will have the most advanced hardware and software in the world for training and operating our state AI services. Requests in state AI services will be processed faster, and most importantly, our data will remain within the country. This is critically important for the technological security of Ukraine," he noted.

Key state services with artificial intelligence, created by the WINWIN AI Center of Excellence under the Ministry of Digital Transformation, will operate at the AI Factory, primarily the AI assistant in Diia, later the infrastructure will be used for the AI tutor in Mriia, and in the future the project will work for defense, science and medicine.

AI Factory includes:

technological equipment - computing clusters (GPU), server rooms with water cooling, data storage;

software - environments for training and deploying models, interfaces for data preparation, monitoring and automation;

data — integration with registries, tools for cleaning, annotation and data transfer;

training programs for technical specialists who will create and implement AI products for the state and defense.

As Ukrainian News Agency earlier reported, an AI consultant was integrated into the public services service Diia that helps users 24/7; during the first month of beta testing, it independently closed 27,800 requests that were previously answered by operators - this is 52% of all requests.

In June, Fedorov reported that Ukraine is beginning to develop its own artificial intelligence model LLM, which it plans to present by the end of 2025.
