ISW names condition that will force putin to agree to negotiations with Ukraine
The American Institute for the Study of War (ISW) believes that russian dictator vladimir putin will agree to sit down at the negotiating table with Ukraine only after significant defeats of the russian army on the front.
This is stated in the russian Offensive Campaign Assessment by the Institute for the Study of War (ISW) as of July 21, 2025, the Ukrainian News agency reports.
The analysts emphasized that only timely and sufficient military assistance from Western countries and, as a result, serious failures of russia on the battlefield will force putin to abandon plans for military victory and move on to negotiations.
"Such setbacks will not happen in a matter of weeks and will likely require several months or campaign seasons, assuming that the West commits to properly equipping and aiding Ukrainian forces to the point that Ukraine could successfully conduct such operations," the experts note.
Analysts also called the 50-day "deadline" announced by US President Donald Trump for the kremlin to begin negotiations with Kyiv one of the factors of pressure on putin.
ISW also quoted British Defense Minister John Healey, who, during a meeting of the Ukraine Defense Contact Group (Ramstein) on July 21, emphasized that partner countries should take advantage of Trump's threat to impose tough 100 percent secondary tariffs against Russia's trading partners if a peaceful settlement is not reached by the end of the 50-day period from July 14.
What is known about Trump's "deadline"
Recall that in mid-July, US President Donald Trump sharply criticized a new wave of shelling of Ukrainian cities by russia and gave the kremlin 50 days to make peace with Ukraine.
In case of refusal, Washington threatened to impose secondary 100 percent tariffs against China, India, and Brazil, which still continue to trade with russia. In addition, Trump is ready to sign a bill on 500 percent tariffs for countries that buy russian oil and support the aggressor's economy, among which China, India, and Turkey may also suffer.
