Cabinet plans to increase minimum wage to UAH 8,688 from January 2026
The Cabinet of Ministers plans to increase the minimum wage by UAH 688 or 8.6% to UAH 8,688 from January 2026, at the level of projected inflation. This is stated in the Budget Declaration for 2026-2028, approved by the Cabinet of Ministers, in accordance with Resolution No. 774 of June 27, Ukrainian News Agency reports.
"When forming the expenditure part (state budget) for 2026-2028, the following minimum wage indicators will be taken into account:
from January 1, 2026, in the amount of UAH 8,688;
from January 1, 2027, in the amount of UAH 9,374;
from January 1, 2028, in the amount of UAH 10,059," the document states.
At the same time, inflation (December to December) is forecasted: 2026 - 8.6%, 2027 - 5.9%, 2028 - 5.3%.
The official salary of an employee of the 1st tariff category of the Unified Tariff Scale is expected to increase from UAH 3,195 now: from January 1, 2026 to UAH 3,470; from January 1, 2027 - UAH 3,744; from January 1, 2028 - UAH 4,018.
To ensure the continuation of the public administration reform, key measures will be focused on continuing work on implementing a comprehensive reform of labor remuneration, balancing the organizational structure and optimizing the number of employees of executive bodies.
At the same time, the declaration notes that the Verkhovna Rada and the government will direct efforts to "decouple" the size of official salaries from the size of the subsistence minimum for able-bodied persons, in particular for employees of state bodies.
As Ukrainian News Agency earlier reported, the Budget Declaration for 2025-2027, approved by Resolution No. 751 of June 28, 2024, did not provide for an increase in the minimum wage in 2025-2027; it was planned that it would remain at the level of UAH 8,000. At the same time, the state budget for 2025 includes inflation of 9.5% (December to December).
In March, Prime Minister Denys Shmyhal confirmed that no increase in the minimum wage is planned in 2025.
The minimum wage increased from UAH 7,100 to UAH 8,000 from April 1, 2024.
