"Contract 18-24" provides for mandatory participation in hostilities for at least 6 months - Cabinet resolution
A one-year contract for Ukrainians aged 18 to 25 with a reward of UAH 1 million provides for mandatory participation in hostilities for at least 6 months.
This is stated in the resolution of the Cabinet of Ministers No. 153 of February 11, the Ukrainian News agency reports.
According to the resolution, the participants in the experimental project are citizens of Ukraine aged 18 to 25 who are accepted for military service under a contract in the Armed Forces for private positions.
"A contract with certain categories of citizens is concluded for a period of one year with the mandatory condition of direct participation of such citizens in hostilities in areas of military (combat) operations for a period that in total is at least six months during the term of the contract," the resolution states.
The contract is concluded for service in the following regular positions:
rifleman, senior rifleman, sniper rifleman, rifleman-medic;
assistant grenade launcher, grenade launcher, senior grenade launcher;
scout, senior scout.
In the event that the commander of the military unit makes a decision to accept a person for military service under a contract, the military unit organizes the completion of enhanced training: basic general military training lasting from 45 days, professional training - from 14 days, an adaptation course in a military unit - 14 days.
Servicemen who have concluded a contract are paid a one-time cash allowance in the amount of UAH 1 million, which is paid in three installments:
- the first installment – UAH 200,000 within five working days after signing the contract and starting to perform duties in the position to which he is assigned;
- the second part – UAH 300,000 within five working days after completing the appropriate training and engaging in the performance of combat (special) tasks, as announced by the order of the commander of the military unit;
- the third part – UAH 500,000 on the day of exclusion from the lists of personnel of the military unit, and in the case of continuation of military service under a new contract - on the last day of the first contract.
In case of failure to fulfill the terms of the contract in terms of mandatory direct participation in hostilities for a period of 6 months, the third part of the allowance is paid on the day of discharge from military service in proportion to the time of military service at the rate of 1/6 of UAH 500,000 for every 30 days of direct participation in hostilities.
In the event of early termination (severing) of the contract due to family circumstances or other valid reasons, the unreceived parts of the lump-sum allowance are not paid.
In the event of termination (severing) of the contract, provided that the serviceman has illnesses, injuries (wounds, contusions, mutilations) received during the defense of the Fatherland, due to which the serviceman was unable to fulfill the terms of the contract regarding mandatory direct participation in hostilities, the unpaid part of the cash benefit is paid in full on the day of his exclusion from the lists of personnel of the military unit.
Citizens who have completed military service in accordance with the contract and were discharged from military service during martial law have the right to cross the state border of Ukraine.
They also have the right to conclude a mortgage loan agreement for housing with the establishment of a compensatory interest rate level for the entire term of the concluded loan agreement in the amount of 0% per annum.
According to the resolution, citizens who, before the entry into force of this resolution, were accepted or called up for military service during martial law, are serving in military service and directly participated in hostilities in areas of military (combat) operations for a period that in aggregate is not less than 6 months as of the date of entry into force of this resolution, are also paid a one-time monetary reward for the duration of service in combat conditions in the amount of UAH 1 million.
Military personnel who took direct participation in combat operations for a period of less than 6 months as of the date of entry into force of this resolution, the reward is paid in proportion to the time of military service at the rate of 1/6 of UAH 1 million for every 30 days of direct participation in combat operations.
The resolution notes that the pilot project to increase the motivation of certain categories of Ukrainian citizens to perform military service in the Armed Forces during martial law will be implemented for two years.
As the Ukrainian News agency earlier reported, the Ministry of Defense officially launched the "Contract 18-24" project - an initiative for volunteers aged 18-24 who are ready to join the Defense Forces of Ukraine.
The 1-year contract provides for a reward of UAH 1 million, the possibility of a "zero" mortgage, education at state expense, free medical care, in particular, dental prosthetics, the right to travel abroad after a year of service, guaranteed exemption from mobilization for 12 months after the end of the contract.
