Energoatom already allocated over UAH 400 billion from its own revenues to compensate for tariffs for population – Kulyk

During the period of the financial PSO from October 1, 2021 to February 1, 2025, JSC NNEGC Energoatom paid UAH 408.3 billion (including VAT) from its own revenues to the Guaranteed Buyer State Enterprise. This money was distributed among enterprises that supply electricity to the population as compensation for losses from the established tariff for household consumers.

The director of the Center for Research on Civil Society Problems Vitalii Kulyk has published such calculations on Facebook.

"To compensate for this difference, NNEGC Energoatom annually allocates an average of 62% of its own revenues from the sale of electricity (This procedure is provided for by the Government Resolution of June 5, 2019 No. 483 "On Approval of the Regulation on Imposing Public Service Obligations (PSO) on the Participants of the Electricity Market to Ensure General Public Interests in the Process of Functioning of the Electricity Market"). And although this Regulation provides for compensation to PSO performers at the expense of other sources of funding, NNEGC Energoatom did not receive a single hryvnia in reimbursement of expenses for PSO payments for the entire period of its operation," he said.

At the same time, Vitalii Kulyk drew attention to the fact that, in many respects, it is precisely thanks to nuclear energy, which currently produces over 60% of the country's electricity, that Ukraine is managing to pass the current heating season quite confidently. Even the expected drop in temperatures in early February is not particularly threatening, the danger is only from russian strikes on the energy system.

"In no country in the world is there such a social burden on nuclear power plant operators, who would annually give over 60% of their own income (not profit!) to social support of citizens without any compensation from the state," the expert was outraged.

As previously reported, in order to maintain tariffs for household consumers at a comfortable level for the population, Ukraine uses the mechanism of "Public Service Obligations" on market participants. According to which companies with lower cost of services transfer part of their income to the Guaranteed Buyer State Enterprise to compensate for the losses of other companies.

As of 2024, about 90% of the financial burden under this program fell on the nuclear power operator – NNEGC Energoatom. The remaining burden was compensated by the hydropower operator – Ukrhydroenergo.
