Little-known company to build protective structures at Dnipro HEPP for UAH 4.4 billion

State-owned Ukrhydroenergo has signed an agreement to build a protective structure for the Dnipro HEPP worth UAH 4.36 billion with LLC Construction Company Adamant.

Economic Pravda reports this with reference to Nashi Hroshi.

The report states that the agreement was concluded without holding an open tender, and other data on the purchase was concealed, given the martial law.

LLC Construction Company Adamant was previously part of the Ukrbud corporation, when it was controlled by Maksym Mykytas.

Currently, this company is registered in Zakarpattia and belongs to Roman Topazly, a resident of Uzhhorod.

It is noted that before the current contract, the company’s largest individual achievement in tenders was the reconstruction of a landfill in the village of Pidhirtsi near Kyiv worth UAH 326 million six years ago.

The firm also received a number of smaller construction contracts for the reconstruction of a tram line and anti-sliding structures in Kyiv, and the construction of a bridge in Zakarpattia.

But they are still listed as "active" in the Prozorro system, that is, unfinished.

However, this did not prevent Ukrhydroenergo from giving Adamant a billion-hryvnia contract without open bidding and with an estimate closed from publication.

Taking into account this contract, Ukrhydroenergo ordered the installation of anti-drone protection and the restoration of various hydroelectric power plants after missile strikes for a total of UAH 19.83 billion in 2022-2024.

In most cases, contracts were concluded without bidding, and the final resource information was not made public.

Before the Adamant contract worth UAH 4.36 billion, Ukrhydroenergo's largest order for the construction of protection against russian strikes was the order for the protection of the Dniester hydroelectric power plant worth UAH 4.19 billion.

Then, the contractor was Zhytomyr-based Elitbud-1, which in its entire history had only local contracts for the repair of hospitals and schools, each of which was hundreds of times smaller than the protection of hydroelectric power plants.

As Ukrainian News Agency earlier reported, the Dnipro HEPP is part of the state-owned energy generating company Ukrhydroenergo.

100% of Ukrhydroenergo shares are owned by the state and are managed by the Ministry of Energy and Coal Industry.

On March 22, 2024, russian troops launched a missile attack on the Dnipro HEPP (Zaporizhzhia), causing damage to both stations and the dam.

Ukrhydroenergo includes Kyiv HEPP, Kyiv PHES, Kaniv HEPP, Kremenchuk HEPP, Seredniodniprovska HEPP, Dnipro HEPP, Dniester HEPP, Dniester PHES and Kakhovka HEPP.
