Rada makes changes to MSEC procedure
The Verkhovna Rada has made changes to certain procedures for medical and social examination (MSEC).
Iryna Herashchenko, co-chair of the European Solidarity faction, reported this on her Telegram channel.
A total of 284 parliamentarians voted for bill No. 11225 as a whole, with the minimum required 226.
According to the adopted decision, medical and social examination is carried out by medical and social expert commissions of the first, second and other levels in accordance with the distribution determined by the Cabinet of Ministers
The person is provided with a decision of the MSEC with a motivational part and its justification.
It has been established that the maximum terms for making a decision based on the results of a medical and social examination are determined by the Cabinet of Ministers.
It is also provided that the Cabinet of Ministers shall establish a list of reasons for which MSEC meetings are held in a remote format or remote meetings are organized.
It is assumed that a person's lawyer, their legal representative, and/or a doctor or a specialist in rehabilitation in the field of health care may be present at the meeting of the MSEC. The right to independently video and audio record the meeting of the MSEC against a person using technical means is granted.
As the Ukrainian News agency earlier reported, the President of Ukraine, Volodymyr Zelenskyy, instructed the Cabinet of Ministers to initiate the liquidation of MSECs. And also conduct a full audit of the pensions of officials who have registered for disability. This decision was made due to numerous facts of violations of the MSECs and false disabilities of employees of state structures.
Subsequently, the Ministry of Health announced who will perform the functions of the central MSEC.
