Finance Ministry fulfills state budget borrowing plan for 89% and attracts UAH 1,219.4 billion in 9M
In the first nine months of 2023, the Ministry of Finance fulfilled the plan for borrowing from the state budget for 89% and attracted UAH 1,219.4 billion.
This follows from a statement by the Ministry of Finance, the Ukrainian News agency reports.
Actual state borrowings to the general fund of the state budget for the first nine months of 2023 amounted to UAH 1,219.4 billion, or 89.0% of the planned for this period.
A total of UAH 388.2 billion was raised from the placement of domestic government loan bonds to finance the state budget, including UAH 120.6 billion in foreign currency (USD 2,525.7 million and 709.3 million).
At the same time, UAH 183.2 billion was raised due to the issuance of military domestic government loan bonds.
A total of UAH 831.2 billion (or USD 22.7 billion) came from external sources, in particular:
- UAH 536.0 billion (EUR 13.5 billion) of EU macro-financial assistance funds in accordance with the Memorandum of Understanding between Ukraine and the EU (Instrument for providing support to Ukraine for 2023 (macro-financial assistance +, MFD-IX);
- UAH 131.4 billion (2.7 billion SDRs) of IMF funds within the framework of the four-year EFF extended financing program;
- UAH 64.2 billion (CAD 2.4 billion) loan from the Government of Canada;
- UAH 54.9 billion (USD 1.5 billion) loan from the IBRD to support development and recovery policy;
- UAH 18.3 billion (USD 500.0 million) loan from the International Bank for Reconstruction and Development within the framework of the Fourth additional financing of the project "Supporting Public Expenditures To Ensure Sustainable Public Administration In Ukraine;"
- UAH 3.7 billion (USD 100.0 million) loan from the International Bank for Reconstruction and Development within the framework of the Fifth additional financing of the project "Supporting Public Expenditures To Ensure Sustainable Public Administration In Ukraine;"
- UAH 16.1 billion (EUR 404.3 million) of the IDA loan within the framework of the project "Supporting Public Expenditures To Ensure Sustainable Public Administration In Ukraine;"
- UAH 4.8 billion (USD 132.0 million) loan from the IBRD within the framework of the project "Acceleration of Investments in Ukraine's Agriculture;"
- UAH 1.7 billion (EUR 42.3 million) loan from the IBRD within the framework of the project "Strengthening The Health Care System And Saving Lives;"
- UAH 0.2 billion (USD 6.0 million) loan from the IBRD within the framework of the project "Additional Financing Of The Project To Improve Health Care At The Service Of People."
At the same time, payments for repayment of the state debt for January - September 2023 amounted to UAH 350.3 billion (95.9% of the plan), and payments for maintenance - to UAH 172.2 billion (94.1% of the plan).
The raising of funds from placements of domestic government loan bonds for January - September 2023 made it possible to fully cover the need for funds necessary for making payments for repayment of domestic government loan bonds.
As reported by the Ukrainian News Agency, the actual state borrowings to the general fund of the state budget for January-August 2023 amounted to UAH 1,120.6 billion, or 88.2% of the planned for this period.
A total of UAH 351.3 billion was raised from the placement of domestic government loan bonds to finance the state budget, including UAH 106.5 billion in foreign currency (USD 2,191.1 million and EUR 660.9 million).
