Finance Ministry fulfills state budget borrowing plan by 88.1% and attracts UAH 1,034 billion in 7M
In January-July 2023, the Ministry of Finance fulfilled the plan for borrowing to the state budget by 88.1% and attracted UAH 1,033.7 billion.
This is stated in the message of the Ministry of Finance, Ukrainian News Agency reports.
Actual state borrowings to the general fund of the state budget for January - July 2023 amounted to UAH 1,033.7 billion, or 88.1% of the planned for this period.
UAH 324.8 billion were attracted from the placement of government domestic loan bonds to finance the state budget, including UAH 105.7 billion in foreign currency (USD 2,191.1 million and EUR 640.9 million).
At the same time, UAH 154.5 billion were raised due to the issuance of war bonds.
UAH 708.9 billion (or USD 19.4 billion) came from external sources, in particular:
- UAH 417.9 billion (EUR 10.5 billion) - receipt of EU macro-financial assistance funds in accordance with the Memorandum of Understanding between Ukraine and the EU (Instrument for providing support to Ukraine for 2023 (macro-financial assistance +, MFD-IX);
- UAH 131.4 billion (2.7 billion SDRs) - receipt of IMF funds within the framework of the EFF four-year program of extended financing;
- UAH 64.2 billion (CAD 2.4 billion) - receipt of loan funds from the Government of Canada;
- UAH 54.7 billion (USD 1.5 billion) - the receipt of loan funds from the IBRD to support the policy of development and recovery;
- UAH 18.3 billion (USD 500 million) - receipt of funds from the MBRD loan within the framework of the Fourth additional financing of the Public Expenditures for Administrative Capacity Endurance (PEACE) Project;
- UAH 16.1 billion (EUR 404.3 million) - the receipt of funds from the IDA loan within the framework of the Public Expenditures for Administrative Capacity Endurance project;
- UAH 4.8 billion (USD 132.0 million) - the receipt of funds from the MBRD loan within the framework of the Acceleration of Investments in the Agriculture of Ukraine project;
- UAH 1.3 billion (EUR 33.4 million) - receipt of funds from the MBRD loan within the framework of the Strengthening the Health Care System and Preservation of Life project;
- UAH 0.2 billion (USD 6 million) - receipt of funds from the MBRD loan within the framework of the Additional financing of the Project to improve health care at the service of people project.
At the same time, payments for repayment of the state debt for January - July 2023 amounted to UAH 273 billion (96.6% of the plan), payments for maintenance – UAH 128 billion (95.7% of the plan).
The raising of funds from placements of government bonds for January - July 2023 made it possible to fully cover the need for funds necessary to make payments for repayment of government bonds.
As Ukrainian News Agency earlier reported, in 2022, the Ministry of Finance fulfilled the plan for borrowing to the state budget by 67.3% and attracted UAH 1,261.1 billion.
