Rada Adopts First Amendments To 2023 State Budget

The Verkhovna Rada adopted in the second reading and in general the first amendments to the state budget for the current year.

The Member of Parliament from the Servant of the People faction, deputy head of the parliamentary committee on economic development, Roksolana Pidlasa, wrote about this on Facebook, Ukrainian News Agency reports.

This is the law (8399) that provides funding for the newly created Ministry of Reconstruction and the State Agency for Reconstruction.

It also transfers the Fund for Liquidation of Consequences of Armed Aggression (UAH 52.5 billion) to the Ministry of Reconstruction.

According to her, several important amendments were added to the second reading.

Provision was made for the possibility of compensation (insurance) for owners of seagoing vessels and vessels operating in internal waters in case they are damaged or destroyed by Russia.

The total amount of compensation is up to UAH 20 billion this year (for example, the average cost of ships that entered Odesa ports as part of the "grain agreement" is USD 13 million).

The Cabinet of Ministers is allowed to use the Road Fund as a source of payments.

Another source of filling the Liquidation Fund was added - the sale of assets of Russian oligarchs under the law "On Sanctions".

They made a mutual offset for the Pension Fund (UAH 1.8 billion).

They return the money that was allocated to covid on a revolving basis for the Social Insurance Fund (now attached to the Pension Fund of Ukraine) and we immediately distribute it to pensions. Unlocks these funds for pension payments.

New areas of use of the Liquidation Fund: construction of housing for those who lost housing and compensation for destroyed housing, as well as the possibility of restoring military infrastructure facilities.

As Ukrainian News Agency earlier reported, for January 2023, the state budget was implemented with a deficit in the amount of UAH 72.3 billion.
