Spetstechnoexport CEO Fedoryshyn held corporate party during working hours while Kyiv was burying victims of missile strikes
On July 10, acting CEO of the state-owned enterprise Spetstechnoexport Oleksandr Fedoryshyn organized a celebration of the company's 28th anniversary during working hours - from 1:00 pm to 6:00 pm - while Kyiv was recovering from recent missile strikes that killed 19 people.
This was reported by the Ukrainian News Agency, citing sources in the defense sector.
The event took place on the territory of the state-owned enterprise in the same week that Kyiv twice declared days of mourning for those killed in russian strikes. On the night of July 2, 31 people were killed and more than 100 were injured in the attack on Kyiv. On the night of July 6, another 19 people were killed, about 100 houses in Vyshneve near Kyiv were destroyed by a secondary detonation.
In the video, which is at the disposal of the editorial office of the Ukrainian News Agency, Fedoryshyn drinks alcoholic beverages with employees and cuts a festive cake. The participants of the corporate party raise glasses to the music, communicate casually and light a hookah.
As of March 2025, according to the Anti-Corruption Action Centre, Spetstechnoexport had debts to the Ministry of Defense and the Defense Procurement Agency in the amount of about UAH 25 billion - UAH 12.2 billion to the Ministry of Defense and UAH 13 billion to the Defense Procurement Agency. These funds were intended to ensure the supply of weapons to the front. The enterprise appears in the Financial Times investigation, dedicated to the agreement with the American company Regulus Global for the supply of 155-mm artillery shells. Ukraine transferred more than USD 162.6 million to the company, as well as an additional USD 14 million, but the weapons were never delivered. Spetstechnoexport filed a lawsuit in London arbitration for USD 346 million, Regulus filed a counterclaim for USD 350 million.
Under Fedoryshyn's leadership, the company has been losing commercial disputes in the courts. In particular, in September 2025, the Kyiv Economic Court ordered Spetstechnoexport to return more than UAH 36 million to the Defense Procurement Agency due to a canceled contract with the Czech company SH Commerce. In the same month, the media reported on losses of more than UAH 146 million in arms supplies to India, which, according to them, broker Oleksii Bahriy may have been involved in. When asked by the editors about the details of the case, the response signed by Fedoryshyn contained a refusal to comment, citing possible harm to national security.
We will remind, Fedoryshyn - a lawyer by profession - has headed Spetstechnoexport since March 24, 2025; since the same year, the company has been subordinate to the Ministry of Defense. Before that, he held the position of Deputy Head of the State Property Fund, and later temporarily headed the Fund.
In December 2025, Fedoryshyn ran for the position of Head of the State Customs Service. According to the submitted declaration, in 2025, while working at Spetstechnoexport - an enterprise that is in the process of being terminated - Fedoryshyn received a salary of UAH 2.4 million, as well as UAH 1,000 in state aid under the Winter Support program.
As Ukrainian News Agency earlier reported, in 2024, the Cabinet of Ministers transferred the subsidiary of the State Company Ukrspetsexport - Spetstechnoexport from the management of the Defense Intelligence of the Ministry of Defense to the sphere of management of the Ministry of Defense.
