Defense Forces’ attacks disable 42.74% of design capacity of russia’s oil refining - General Staff

Systematic strikes by the Ukrainian Defense Forces have disabled 42.74% of the aggressor country russia’s total designed oil refining capacity. The General Staff of the Armed Forces of Ukraine reported this on Facebook on Saturday, July 4.

Ukraine successfully attacked eight russian oil refineries, disabling 42.74% of the aggressor’s total designed oil refining capacity. In addition, Ukraine managed to critically damage or destroy more than 60 storage tanks, 58% of which contained petroleum products and 42% of which contained crude oil.

Economic impact of Ukraine’s strikes on russia:

• Since August 2025, total losses in the oil refining industry have reached USD 13.5 billion;
• a fuel crisis;
• a decline in production;
• repair schedules are constantly being postponed due to the inability to obtain the necessary spare parts and equipment.

As the Ukrainian News agency earlier reported, units of the Defense Forces of Ukraine, including the Security Service of Ukraine, on the night of July 2 struck the Lukoil-Nizhegorodnefteorgsintez oil refinery and the Starolikeevo oil pumping station in the city of Kstovo (Nizhny Novgorod Oblast of the russian federation).

On the night of July 4, the Ukrainian Defense Forces struck port oil infrastructure in St. Petersburg, russia, and also hit Kronstadt.
