NBU changing rules for online payments and payment cards

The National Bank is changing the rules for online payments and payment cards.

This is stated in a press release from the NBU, the Ukrainian News agency reports.

Specifically, the National Bank has required acquirers to provide issuers with information about each recipient (merchant) for payment transactions involving goods, works, and services:

- for a legal entity – EDRPOU code;

- for an individual entrepreneur (IE) – the registration number of the taxpayer’s account card (for individuals) or the passport series and number (for individuals who have a note in their passport authorizing payments using the passport series and number).

At the same time, the National Bank has granted acquirers the right, when processing payments for housing and utility services, to indicate their own EDRPOU code in the recipient details rather than that of each individual supplier. This will simplify the mechanism for paying for housing and utility services in a single transaction in favor of multiple suppliers.

In particular, these changes will allow participants in a payment transaction to accurately determine in whose favor the payment is being made and ensure the proper execution of the payment transaction. Ultimately, this will help reduce the risks of miscoding and the misuse of payment infrastructure for illegal purposes, as well as provide users with better information about payments made, including when a single transaction is made in favor of multiple recipients.

In addition, the NBU has expanded the list of mandatory details for the receipt provided to the payment instrument user following a payment transaction. Specifically, it must include details about the recipient, the commission amount, the purpose of the payment, and the recipient’s Merchant Category Code (MCC). Properly informing the user about the completed payment transaction will help strengthen the protection of their rights.

At the same time, the NBU has required acquirers to inform the payment instrument user of their full name before initiating a payment transaction if it is conducted online, which is also aimed at ensuring the user is properly informed about which financial institution is processing the payment transaction.

As the Ukrainian News agency earlier reported, new restrictions on card-based money transfers took effect in Ukraine on June 1, 2025.

For medium- and low-risk customers, the monthly limit has been reduced from UAH 150,000 to UAH 100,000 per month.

High-risk clients will be able to transfer up to UAH 50,000 per month; the limit remains unchanged.
