Reducing number of businesses for booking: Servant of the People announces tacit decision
The number of companies eligible to book employees from mobilization is set to be reduced by 10–20% under an unofficial directive.
Ruslan Horbenko, a member of parliament from the Servant of the People party, stated this in an interview with Telegraf.
According to him, the criteria for granting the status of a critically important enterprise are regularly reviewed and tightened on a quarterly basis.
Horbenko also proposed using artificial intelligence to assess companies’ performance in order to identify cases of potential fraudulent exemptions.
"As for the changes, I think these criteria [for the criticality of enterprises] will continue to be raised. I’ve always wondered: when defense-industrial enterprises receive 100% government contracts, how much were the workers at that enterprise producing at the start of the contract, and by how much did the output per person increase, say, a year later,” he said.
As an example, he cited a situation where a company increases its workforce from 100 to 200 people, but production volume grows only from UAH 100 to UAH 120 million, which, in his opinion, warrants investigation.
The MP stated that the implementation of digital solutions, particularly with the involvement of the Minister of Defense, could help eliminate corruption risks in the reservation process.
The Office of the President asserts that reports of the alleged revocation of the critical status of enterprises—which grants a 50% booking quota for workers liable for military service—constitute an information and psychological operation (IPO).
