Firearms in Ukraine legalized, but rules for their circulation need to be modernized and clearly regulated at level of law - Interior Minister

The Ministry of Internal Affairs held expert consultations on the legislative regulation of civilian firearms.

This was announced by the Minister of Internal Affairs Ihor Klymenko, Ukrainian News Agency reports.

Among the participants in the discussion were MPs, heads of the Ministry of Internal Affairs, the National Police, the Security Service of Ukraine, the State Bureau of Investigation, representatives of the Office of the President of Ukraine, public organizations, military, veteran, legal, and media communities.

"Firearms in Ukraine are legalized. Certain types can now be purchased by those who meet the established criteria. At the same time, the rules for their circulation need to be modernized and clearly regulated exclusively at the level of the Law. And this is a complex issue that we must resolve on the instructions of the President of Ukraine," the Minister of Internal Affairs noted.

These are key things: the right to self-defense, classification of permitted types of weapons, clear grounds for use by civilians, as well as mechanisms for confiscation in cases of threatening behavior or domestic violence.

Klymenko noted that a separate block is training. Theoretical and practical training, exams. This also means building the appropriate infrastructure. It is imperative to involve business.

"Weapons are not only a right. The first priority is responsibility. And it must be supported by strict checks. Filters that people with mental disorders, addictions, and criminal history will not be able to pass through (even if the case has not reached court). These are safeguards that must work at every stage," the minister emphasized.

As Ukrainian News Agency earlier reported, Minister of Internal Affairs Ihor Klymenko is against allowing citizens to freely carry weapons on the street, but not against such a permit for storing them at home.
