ARMA temporary head demanded through court to collect arrears for utility bills

The temporary head of the National Agency of Ukraine for Finding, Tracing and Management of Assets Derived from Corruption and Other Crimes (Asset Recovery and Management Agency, ARMA), Yaroslava Maksymenko, is being demanded through the court to collect arrears for utility bills.

This is evidenced by the data of the court registry, Ukrainian News Agency reports.

On March 3, 2026, the municipal enterprise of the Kyiv City State Administration Kyivteploenergo filed a lawsuit against Yaroslava Maksymenko and her husband Vitalii.

Kyivteploenergo is demanding to collect the arrears from the head of ARMA and her husband. The amount of the lawsuit is not specified. On March 6, 2026, the Holosiivskyi District Court of Kyiv accepted the case for consideration and opened proceedings.

"To open proceedings in a civil case on the claim of the Municipal Enterprise of the Executive Body of the Kyiv City Council (Kyiv City State Administration) Kyivteploenergo (Kyiv, 5 I. Franka Square) against (Yaroslava Maksymenko and Vitalii Maksymenko) for arrears collection under the rules of simplified claim proceedings," the court registry says.

The case will be considered without notifying the parties based on the materials available in the case, in the absence of a motion by either party to the contrary.

As Ukrainian News Agency earlier reported, the Cabinet of Ministers temporarily assigned the duties of the Head of the Asset Recovery and Management Agency to Yaroslava Maksymenko, Deputy Head of ARMA for European Integration. Prior to her appointment to ARMA, she held the position of Director of the Property Policy and Sanctions Department of the Ministry of Economy.
