The Tax Service conducted 13,900 inspections of tobacco retailers and imposed UAH 220.5 million in fines in 2025.

This was announced by Deputy Head of the State Tax Service Andrii Trotsko during a roundtable meeting organized by the American Chamber of Commerce in Ukraine, Ukrainian News Agency reports.

According to him, as a result of the violations detected, UAH 220.5 million in fines were applied to business entities in the tobacco retail sector.

"The State Tax Service's increased attention is aimed not only at compliance with retail trade standards, but also at the correctness of licensing. Due to violations of legislative requirements last year, more than 1,600 licenses for the right to retail trade in tobacco products were terminated," Andrii Trotsko said.

Also, as a result of cooperation between the State Tax Service and the National Police, more than 1,100 reports on the facts of illegal trade were sent to law enforcement agencies during the year. Products worth UAH 24 million were seized.

In addition, tax officials initiated the dismantling of 90 illegally established retail outlets.

"The economic effect of the measures taken by the State Tax Service to de-shadow this market has become tangible. According to the Settlement Transactions Registrar / Software Recorder of Settlement Operations, revenue from the sale of tobacco products in 2025 increased by 25.6%, or UAH 30.4 billion, compared to last year," the Deputy Head of the State Tax Service said.

He noted that the state budget also received more funds: the excise tax on manufactured and imported tobacco products amounted to UAH 122.5 billion, which is 26.9% (UAH 26 billion) more than in 2024.

According to Andrii Trotskyi, a separate area of ​​work is combating the illegal production of excisable goods. The tax office has intensified inspections of farms that grow tobacco without a license or trade in products and liquids for electronic cigarettes with violations. Within the framework of interaction with customs officers, 6 cases of the use of unregistered equipment for the manufacture of tobacco products were identified. Financial sanctions were applied to the violators, and the information was transferred to law enforcement agencies.

As Ukrainian News Agency earlier reported, the processing industry, wholesale and retail trade provided more than 34% of all tax revenues to the consolidated budget.
